Planning commission to consider cannabis store CUP on Tuesday

The company that was denied a conditional use permit last month by the Worthington City Council for a cannabis retail store is trying a different location.


NB2A Investments, LLC (Roy’zzz Premium Cannabis) had requested the CUP to allow for the operation of a cannabis retail store at 507 S. Shore Drive. The CUP had been previously approved by the Worthington Planning Commission, but the council unanimously denied the permit, citing the proposed location of the store across the street from the JBS Fieldhouse, which is heavily utilized by youth and families alike, and also near a city park and bike trail. 


NB2A Investments is now seeking a CUP for the operation of a cannabis retail store at 607 10th St. in Worthington, and the Planning Commission is scheduled to consider that request during its meeting that's scheduled for 7 p.m. Tuesday.


The agenda packet for the Planning Commission meeting indicates that, "while the applicant’s building and the neighboring building are located very close" to each other, they don't share any walls. It's noted that city staff finds that the proposed location complies with all applicable zoning requirements, is located outside of any required buffers and would not have any negative impact on surrounding properties. 


Staff is recommending approval of the CUP with the following conditions:

  • The business shall have no blinking, flashing, fluttering, or other lighting or signage that is inconsistent with surrounding businesses. Lighting not visible from the exterior of the business shall not be subject to this requirement.

  • The business shall have no digital signs.

  • Security cameras shall adequately cover exterior areas of the business and must maintain compliance with applicable rules and statutes of the State of Minnesota.


Following Tuesday's Planning Commission meeting, this CUP request would likely be before the city council during its Nov. 10 meeting.  Four conditional use permits for cannabis retail stores have already been granted by the city council over the past few months.
