Plans for new Duininck plant take step forward

The Worthington Economic Development Authority Monday night approved a non-binding commercial letter of intent from Duininck Inc. to acquire approximately 16 acres of land in the city’s north industrial park.


Duininck intends to utilize the property to establish and run a commercial asphalt plant. The property to be acquired is on 27th Street North, west and south of the Cemstone ready mix concrete facility.


Duininck has offered to pay the city $184,000 for the 16 acres, or $11,500 per acre. The letter of intent is contingent on satisfactory soil borings and receiving all township, city, county and state permits.


Duininck has stated that the new facility will be an upgrade of its existing facility with modern pollution control equipment, dust collection and subject to MPCA regulations and monitoring requirements. The company's intent is to develop the site to house its office, shop, equipment staging, asphalt plant and recycling yard. Its current facility is planned to be decommissioned. The property will need to be platted and rezoned prior to sale, and an asphalt plant will also require a conditional use permit.


Following the EDA meeting, the Worthington City Council met and took action that included:


  • Approving amendments to the Worthington Public Utilities Commission bylaws that include increasing the maximum number of consecutive full terms that a commissioner may serve from three to five.

  • Approved an agreement allowing Great River Energy to lease property containing the east water tower to be used as a lay down yard for materials and equipment associated with an upcoming electric transmission construction project.

  • Approved new signage for both Minnesota West as well as Worthington Independent School District 518 at the JBS Fieldhouse.

  • Adopted a new city investment policy that will replace the old policy, and also adopted a conflict-of-interest policy.

  • Approved a change order to add a short block of Linda Lane from South Shore Drive to Hillcrest Avenue to a planned mill and overlay project. This will result in an approximately $31,000 increase in cost for the project. The change order was prompted the original Duininck Inc. bid for the work coming in at approximately 20% lower than the engineer’s estimate. The new cost is roughly equal to that estimate.
