Minnesota Department of Transportation representatives hosted an open house Monday afternoon prior to the scheduled Worthington City Council meeting to discuss the planned U.S. 59 turnback project. A public hearing on the plan was subsequently presented during the council meeting.
The reconstruction of U.S. 59 from approximately one-half mile north on Interstate 90 to Minnesota 60 in Worthington includes safety improvements at several intersections, grading and pavement, storm sewer, sanitary sewer and watermain replacement, lighting and sidewalk. Key features of the work planned for Humiston Avenue include four lanes with a center median, roundabouts at the I-90 ramps, a roundabout at Ryan’s Road, a “right-in/right out” at Ryan’s Road and a Darling Drive frontage road. Among the key Oxford Street features are four lanes with a center median, access modifications, a new signal system at Humiston Avenue and updated lighting.
The estimated total construction cost for the project is $27.6 million. Approximately $4.2 million will be City of Worthington cost, which will cover necessary sanitary sewer and watermain work. There had been a local –- or, city/county cost –- of $880,000 – but that will be reduced by a yet-to-be-determined amount as part of a RAISE grant awarded by the U.S. Department of Transportation to MnDOT in late June.
The section of U.S. 59 just south of Interstate 90 to Minnesota 60 will be a jurisdictional transfer – or turnback -- to the City of Worthington after construction. Within the turnback, the city will be responsible for all maintenance activities. Outside the turnback, the city will be responsible for sidewalk/trail work (including snow removal and panel replacement) and landscaping.
Construction on Humiston Avenue is expected in 2027 with Oxford Street remaining open to traffic. In 2028, the Oxford Street work is scheduled, with Humiston Avenue staying open.
