Council hosts public hearings for multiple street improvement projects
The Worthington City Council on Monday hosted five public hearings regarding proposed assessments, with resolutions subsequently passed afterward for each.
City Engineer Hyunmyeong Goo led brief presentations on proposed assessments for the planned Church Avenue street improvement, Ray Drive street improvement, Shell Street improvement and Second Avenue street improvement.
The last of Monday's public hearings pertained to the proposed assessment for 2026 miscellaneous unpaid charges. These include: removal of ice and snow, removal of noxious weeds and vegetation, unpaid charges for alarm monitoring services; unpaid charges for the storm water utility; and unpaid charges for the streetlight utility. These assessments are based on recommended policy for a minimum rate of 4.0% or the current rate for improvement assessments, whichever is greater.
Also back on the city council agenda Monday was a user agreement between the city and District 518 for the district's ice time used at the Worthington Ice Arena.
Terms of the one-year agreement, which begins on Oct. 1 and continues through the end of the high school hockey season, include:
Inside and outside maintenance of the facilities by the city.
The city's working in cooperation with District 518 in scheduling of any events.
The city's managing and staffing the arena for ice maintenance and facility supervision.
The school district's providing arena management with game and practice schedules.
The school district's providing of all hockey-related staff for District 518 events.
The school district's paying the city a rate of $115/per hour of ice time used by the district.
