Council to consider new airport agreement on Monday

One item on a light agenda for tonight’s Worthington City Council meeting is consideration of a new airport consultant master agreement.

 

This agreement is among the terms and conditions for receiving Airport Improvement Program (AIP) grants funded by the Federal Aviation Administration (FAA). The previous professional services contract with the firm of Bolton and Menk Inc, approved in April 2019 is no longer in effect. City staff began the process of selecting a consultant by posting a Request for Qualifications (RFQ) this May. This RFQ was posted on the League of Minnesota website and made available to all suitable firms that operate within the State of Minnesota.

 

Staff received request from nine firms to provide the RFQ and received proposals from four of them. The firms that submitted proposals were Bolton & Menk, Inc, Bollig Inc. SEH., and RLB Inc. These proposals were reviewed and scored by a committee consisting of the Airport Manager, Council Representative to the Airport Board, City Engineer, and City Street Superintendent.

 

After unanimously scoring the firm of Bolton & Menk highest, it was the committee’s consensus to offer the Master Agreement to that firm. This agreement will establish the terms and conditions that maybe common to all airport projects undertaken by the firm. This updated five-year Master Agreement will have the same terms and conditions as the existing one.

 

Also scheduled for Monday’s council meeting are a pair of public hearings on residential property tax abatements. Both involve plans for Cecilee Street, with one abatement sought for a construction of a single-family home and another for building a new two-unit duplex.

 

The council will also consider a resolution on annexation of a parcel that was formerly part of Vogt Farm. Another part of Monday’s meeting will be recognition of multiple City of Worthington staff members for milestone years of service.
